      Description

      Charter proposal

      This group's purpose is to make it easier for our members to develop software in the open. It will focus on both technical and legal obstacles to open source collaboration.

      On the technical side, the group will evaluate the Foundation's workflow for open source contributions. The Foundation's members require external contributions to pass various, often strict, approvals and controls. The Working Group will develop recommendations for a workflow that respects (and, in some cases, possibly enforces) these controls to enable members to contribute confidently.

      On the legal side, the group will serve as a forum for members to share information on establishing and enacting effective open source policies. The group may also make policy recommendations or develop template policies addressing common issues.

      Finally, the Foundation will seek the group's input on revisions to its contribution process, licensing policies, and other issues affecting open source contributions.
